Harbin has no Western consulate. The one consulate-general in the city is Russia's, which serves Russian nationals — a reflection of the city's history rather than a resource for most of our readers. For US citizens, Heilongjiang falls in the consular district of the US Consulate General in SHENYANG (which also covers Liaoning, Jilin and Inner Mongolia), about 2.5-3.5 hours away by high-speed train; other nationalities should phone their embassy in Beijing, roughly 5 hours by HSR. The local Harbin PSB handles the police-report step wherever you end up going for consular processing, and that report is what the replacement travel document is issued against. Practical winter note that matters more here than in most cities: the emergency you are most likely to have in Harbin is not a lost passport but cold — the festival season runs at about −20°C and −30°C happens, and the two hospitals below are both central and used to walk-ins.

Hospitals
For medical emergencies dial 120 (ambulance). The major hospitals listed below are large, well-equipped, and most likely to have English-speaking staff. For non-emergency visits, ask your travel insurance for in-network options.
- First Affiliated Hospital of Harbin Medical University — Nangang campus哈尔滨医科大学附属第一医院南岗院区邮政街23号(医大一院地铁站2号口步行50米)The largest general hospital in the province and the one most used to complicated cases. Central, and about 50 m from its own metro station (医大一院, exit 2), which matters when it is −25°C. There is a second campus at Qunli in the west of the city (0451-85553262) — confirm which one you are being taken to.
- Harbin First Hospital哈尔滨市第一医院地段街151号The closest general hospital to Central Street and St Sophia — a few minutes on foot from the tourist quarter, which makes it the practical one for anything that happens while you are sightseeing rather than the biggest one. Switchboard 0451-84883003.
PSB Exit-Entry Offices
Public Security Bureau Exit-Entry offices handle lost-passport reports, visa extensions, and foreigner residency registration. Use the most central municipal office for a standard lost-passport report; provincial or city-level offices handle complex cases such as visa-category changes.

Pharmacies (chain, mostly 24h)
Chain pharmacies in central Chongqing mostly run 24h or near-24h. For prescription needs, bring your prescription in English — pharmacies cannot dispense Rx without a Chinese-issued one for many drugs; over-the-counter medication is widely available.

Chinese pharmacies sell far more without a prescription than Western ones do; for cold-weather trips the useful items are heat packs (暖宝宝), which every convenience store also carries, and basic cold remedies.
